B.C. court says homeless can camp in parks

I don't really know how to 'motivate those with no motivation'. I suspect that it will be quite a process, but one which we seriously need to face head-on! I'm not a 'social scientist', but I've been 'around the block a few times' and maybe I do have a few feasible ideas to put forth. So do others I'm sure. The 'homeless problem' has been studied ad infinitum only to always come to the same conclusion; 'The homeless are homeless because they don't have any place to call home'!
But every city with a homeless 'problem' has an art gallery!!!

We should do what we can. I support finding the homeless a home, every single one of them. The ones that don't take advantage of that should be left to their own devices.

But the ones 'left to their own devices' are the ones we should be most concerned about! The majority of who have addictions and can't/won't work and go out and do crimes, get caught, go to jail for a bit, get out, go do crime, get caught, go to jail for a bit..... Make jails a MOST UNINVITING PLACE TO BE!
Maybe the simplistic start would be " those of you who do want to better your situation, go stand in that line over there. Those of you who do not want to improve your 'lot in life' go stand in that line over there. We will still keep you warm and fed while we figure out what to do with you!
Take the first person in the other line-up and start with them. Find out the 'why's' of their situation.

Of course you can only help them if they want help. For the rest who choose to stay on the 'merry-go-round' of homelessness and sucking on the public tit, eventually they too will end up in jail, and when they find that jail is most definitely a place they want to return too then perhaps they will finally be motivated into investigating the alternatives.

all this is going to do is leave the parks into trash and vagrancy cities. Your right, it is going to cost lots more cash to clean up after the bums who now, can never be kicked out.
Oh this will be reverse soon enough.
The police have a hard enough job, than to deal with bumbs and now possible drug camps (places to go get high).
This will be over turned so quickly with public out cry and police pressure.
All it did was strike down Victoria's one bylaw, and I believe they enacted another one almost immediatley afterwords.
Victoria City Council enacted a by-law that permitted camping between 9:00 P.M. to 7:00 A.M. The bums in Beacon Hill Park wanted to stay 24/7 so they got kicked out.
Does this include trucks with campers? I was thinking my next trip toVictoria I'll camp at Beacon Hill park.
