I think he meant Abu Dhabi, another city in the UAE.

And just some background information Dubai never had such laws before but people really started abusing the tolerance levels here. The tourists would just walk off from the beach into the malls. Dubai knows it needs the tourist dollar and tries its best to accommodate them, but I guess some of the natives just couldn't take it any longer.
And rightfully so. If tourists can not behave themselves (seriously, they wouldn't do the same at home...) then you should make it law.
"No shirt, no service" is pretty common in the West, why not have a little common courtesy and just cover up a bit?? Again, you don't HAVE to go to Dubai if you don't want to NOT show your shoulders... (or cleavage, in this cage)

Talking about no shirt no service. I remember I was with a group of Uni students from Uruguay and showing them around a mall. One of them just took of his shirt, saying it was hot. The malls is air conditioned. But most probably just trying to show off his abs to some of the them hot chicas in the group.
It to forever for the tour leader to explain to him that its not right and he should put in back on. The look on his face was like "why whats wrong with this ?" And this isn't even a mall close to the beach or anything. Its downtown, infact even called City Center.
From what I understand anout Dubai, you can do a lot just be discreet about it. Walking through a mall in a binini was not smart.
Always nice to see some bikinis, Brits and all.
But as long as EB does not exhibit himself in one of those, then it's all good.
