This hardly took any energy on the part of the government. I'm betting whatever document Minister Mckay signed was no more than 2 pages long, at most took 10 minutes to read, and was typed up by a Lt. Colonel in NDHQ who otherwise would be spending most of his working hours at the food court in the Rideau Centre. No it might not have the most profound physical change in the military, but it is a huge moral boost for those in the RCAF and RCN. Sometimes rather than looking at the size of the effect, you got to look at the cost-benifit ratio, which in this case is huge. If you consider a pen stroke a waste of effort, you are a waste of air.
FYI, I proudly served in the Army Reserve. Or I suppose we need to rename that the Militia since we have all have to resort to historical names now?
