Former NYPD Commissioner Kerik said in a post 9/11 World larger cities like Boston, Los Angeles, New York where a more dangerous criminal element is armed to the teeth needs Ex Military Equipment etc for their tactical teams as they have the required training where as smaller towns like Ferguson don't.

The police version of this story says the officer was replying to a report of a robbery at a convenience store. This one.
They allege Michael Brown is the big guy in that picture.

It's looks like another attempt at butt covering from the PD. Their story has changed a few times but the description from eyewitnesses has been consistent and at odds with the police's version.
