The problem I see with his proposal is that even if UN agrees, Ukraine are the only ones who will be held to such an agreement. What I think we will see is a continuation of Putin's original tactics, whereby the separatists will continue to operate in secrecy, disrupting infrastructure and causing havoc. Putin's KGB style tactics are far more effective in this atmosphere.
In open battle, such as been happening, the separatist stand no chance, they receive help from Russia but are still outgunned, and out-maneuvered.
The more transparent this conflict is, the better Ukraine's advantage. IMO.
I think Ukraine needs to keep pushing forward and secure the borders.
