Ummm. Yea. Speaking of thinness, Doesn't hiring an assassin show intent? Does purchasing a vehicle show intent to cause 'careless driving causing death'? Is thinking about hiring an assassin 'First Degree Murder'?

The criminal code of Canada only shows you the law. Judicial decisions form 'common law'.

As Rev Blair pointed out, a Farmer is quite capable of buying this quantity of fertilizer, without arousing suspicion. Anyone who can't guess the intended use of this fertilizer needs a clue, but what did they actually do with it?

Exactally. Possetion of fertilizer is not illegal. Fertilizer is not an explosive.
