One of the best way to improve Canada would be to improve/restructure/reorganize Correctional Services Canada, you know the union driven government entity whose existence depends on people committing crimes and then committing them again.

This organization has NOTHING to do with correction. This organization free loads off the Canadian tax payer, with nothing to show for the millions spent on their totally unnecessary overtimes, weekend vacations at their "workplaces" and their groundless searches of visitors pockets, purses and inner cavities for illegal drugs that guards bring in in their unchecked duffle bags.

This organization puts every conceivable obstacle to rehabilitation of an offender.
Its representatives take perverse pleasure of hounding parolees who come out and try to find their place in society. These representatives of Correction Services Canada employ psychiatrists who know nothing about doctor/patient confidentiality. They block every attempt by a parolee to find a suitable job. They only want to hear what they want to hear and if the offender has an opinion of his own, these "experts" are only too happy to shove the offender back to jail.

In spite of all the statistics that crime rates are decreasing, prison populations are not. If there were no prisoners, or if there were fewer prisoners, these government free loaders would be out of a union-supported, merit-free, life long easy and comfortable job.

These guys would not know the meaning of the word "MERIT". They judge each and every offender the same. The meaning of the word "REDEMPTION" is also totally alien to them. To these people a person who jaywalked or parked next to a fire hydrant is another Paul Bernardo.

Sound like someone who has had a negative experience with the CJS? The examples used(jaywalker and Bernardo) are handled by two completely different systems. One is provincial and the other federal, different rules apply, as do conditions based on the security risk. Some prisons are almost resort like....William Head Institution, outside Victoria, is just one good example of this.

There needs to be an increase in the number of private security companies. The Public Safety Canada department is doing a great job to eliminate the threats to public safety but they can't always reach out to the nooks and crannies of Canadian streets. People have a general concept of Canada as a country with the nicest people. While that's kind of true, the burglary rates are on the rise. We really need more professionally trained security guards.
