Taxation and welfare systems can jointly contribute to keep people on social insurance. This trap occurs when the net income difference between low-paid work and unemployment benefits is less than work related costs, discouraging movement into work.

To get rid of the welfare trap, Canadian welfare programs have to get rid of their actual "clawback" or "phase-out" rate which is more than 100 percent if we include monetary and in-kind benefits.

I used to work in Social Security (now Benefits Agency) in the UK and I can assure you that the vast majority of people claiming "sickness benefits" and "invalidity benefits" were able to work, no question. IB was increased the longer you had sick lines from a doctor, hence the reason people claimed that rather than unemployment benefit. Also you should have seen the fraud that went on, unbelievable and the people working while claiming these benefits.

Kind of riles me because I have worked for 30 years and have not had one single penny from either the UK government or the Canadian government.

How many licks does it take to get to the center of a tootsie pop?

This guy walks into the local welfare office for his monthly check.
He marches straight up to the counter and says, "Hi. You know, I just HATE coming in here drawing welfare month after month.
I'd really much rather have a job".
The social worker behind the counter says, "Your timing is excellent!
We just got a job opening from a very wealthy old man who wants
a chauffeur-bodyguard for his nymphomaniac daughter.
You'll have to drive her around in his Mercedes Limo, but he'll supply everything,
fuel, all expenses, including all of your clothes.
Because of the long hours, meals will also be provided.
You'll also be expected to escort her on all her overseas holiday trips.
You'll have a fancy, well-furnished, two-bedroom apartment above the garage.
Oh Yes, Your starting salary will be $200,000 a year."
The guy says, "You're bullshitting me!"
The social worker says, "Yeah, well, you started it."
