I think what she may mean here, is that irrespective of having the freedom to say pretty much anything you want, it should not, in a relatively polite and cultured society, give you free rein to be a fucking cock when ever the moments takes you.

Had you asked me what I thought about this particular situation instead of knee jerking yourself into a fucking lather here, I would have said that this particular piece or artistic expression falls under pushing the limits of freedom of expression in a responsible way to encourage a public discourse.
