Canada is a parliamentary democracy. It's also built on free market principles. Currently this system is able to support several socialist style programs. It's tolerated.
But the only way Canada is a "Socialist" country is if you do that thing the Progressive Socialist kids like to do these days and simply change the definition of the word to mean what you'd like it to mean.
