Bikers without helmets will not be given petrol in Lahore

LAHORE (Dunya News) – City Traffic Police on Saturday penned a letter to Deputy Commissioner (DC) Lahore urging him to bar petrol pumps’ owners from giving petrol to those bikers who drive bikes without wearing helmets.
On the other hand, Lahore Traffic Police had carried out over 3 lacs challans for not wearing helmets.
On Mall Road only, wardens slapped fine on as many as 38000 bikers over not wearing helmet.

India developing advance Anti-Ballistic Missiles Systems with more capability

Noting that that Russian-made S-400 Triumf missile system is one of the most advanced air defence systems, Eastern Air Command Chief, Air Marshal Raghunath Nambiar on Friday said India is also developing systems to defend itself against ballistic missiles of more capability.
"We will have this capability (S-400 Triumf missile system) to defeat any space-based threat of a certain velocity. As this threat keeps growing, we will have to develop other systems," Air Marshal Nambiar said.
"Our nation is developing systems to defend ourselves from ballistic missiles of more capability," he said at the North Eastern Council headquarters in Meghalaya.
He said the state-owned Defence Research and Development Organisation (DRDO) is also developing Program AD ballistic missile system, which will be more capable of interception.
"After Triumpf, it is going to be an Indian system (Program Air Defence) which will be more capable. It will not only intercept within our own atmosphere but also outside," he said.
"We have tasted success. I was skeptical as anyone else would be, but having seen the program functions, I think it is just a matter of a few minor glitches and other issues to be set right. We have a very capable air defence system and more importantly, it is 'Make in India' system, which will be more cost-effective, more widely available for us with little secrecy because everything will be known by us," the Air Marshal said.
He said the S-400 Triumf capability, which will be in India's possession in 23 months from now, is to is to defeat airborne or spaceborne challenges besides giving the ability to defend India very effectively.
India and Russia signed an agreement for the purchase of the missile system in 2016.
On China's stealth fighter jets, Mr Nambiar who test-flew the Rafale jet in France, said, "We believe we have the capability to defeat the Chinese with what we have at the moment. What happens in the future is another question. But today, we believe that we have the resources, the ability, the training and the ability to defeat at a particular level, but tomorrow is another new day."
Asked how potent the Indian Air Force is in its airspace, Mr Nambiar said, "Our neighbourhood is dangerous. We have nuclear-armed neighhbours who have designs and claims on what belongs to us. So it is best to be well prepared and forewarned."
"We believe we have deterrence today. We have the strength, the capability. We have forces both in theatres as well as outside," Mr Nambiar said.
On China's developing airfields in the Tibet region, the Air Marshal said, "We are geographically blessed. We have airfields which are at a low altitude and almost at sea level. Most of our airfields are at 400 feet and therefore our aircraft can lift a lot of load."

ISLAMABAD: Pakistan has "cost effective solutions" to India's latest ballistic missile defence system and would also find a counter to its nuclear capable submarine, a media report said Wednesday quoting a senior official of the country's top strategic body.
Addressing a conference on 'Nuclear Deterrence and Strategic Stability in South Asia' hosted by the Strategic Vision Institute (SVI), Adviser to the National Command Authority (NCA) Lt Gen (retd) Khalid Kidwai also said that Pakistan will remain unfazed as it has adequate response options that would disallow any disturbance of the strategic balance or strategic stability.
"The history of our strategic force development clearly indicates that Pakistan has never allowed this (strategic) balance to be disturbed to our disadvantage; we have always found effective solutions to redress induced imbalances from time to time," Gen Kidwai was quoted as saying in by Dawn newspaper.
He said Pakistan would not follow India in developing a defence system against ballistic missiles because it found little value in such systems, but would continue to seek to redress the imbalances caused by India's moves.
"Pakistan remains unfazed and as before, we have adequate response options which will disallow any disturbance of the strategic balance or strategic stability. That fundamental policy will prevail," he said.
Talking in the context of India-Russia deal for S-400 missile systems, he said India had been working on the development of a multi-layer ballistic missile defence (BMD) system for over a decade now.
Besides the S-400 deal, India has large-scale cooperation with Israel for the development of the BMD.
"Much hype has been created around this particular technology induction and some have gone to the extent of calling it a game changer for South Asia," he said, adding that "this was wrong".
Lt Gen Kidwai said Pakistan had already possessed "cost-effective solutions" to take care of India's BMD in the shape of MIRV (multiple independently targetable re-entry vehicle) capability and four categories of cruise missiles.
He said India's BMD only had symbolic value and "Pakistan's answer (to it) is available today".
The NCA adviser also said Pakistan had long ago taken "conscious decision" of not developing an anti-ballistic missile system because of the reasons that remain valid even today.
He maintained that Pakistan's response to India's nuclear-powered ballistic missile submarine INS Arihant too could be found in full spectrum deterrence, which implied possession of a full array of strategic, tactical and operational weapons, having appropriate weapons yield, coverage and numbers, and liberty to choose targets.

Meanwhile, SVI president Dr Zafar Iqbal Cheema said India was looking for space for fighting a limited war with Pakistan, but Islamabad was trying to deprive it of that opportunity by coming up with responses like tactical deterrence.

India, he claimed, was pushing the region into an arms race that would have long-lasting consequences.

Soldier killed, another injured in Poonch
India-Pakistan armies trade fire in Rajouri

An army soldier was killed and another injured in a fresh sniper attack from across the line of control at Balnoi area of Mendhar in Poonch district.
The incident took place during late evening hours today.
As per sources, both the army soldiers were deployed on a forward location of LoC when Pakistani army side resorted to sniper fires in which the duo got injured and were evacuated from the spot.
“One of the army soldiers, Lans Naik Antosny succumbed later on to his injuries,” sources informed.
Other injured army soldier of the rank of havaldar was hospitalised and is stated to be responding to the treatment.
This sniper shot incident is the sixth in last seven days which have already led to killing of an army soldier in Kalal Nowshera, an army porter in Phargwal Akhnoor, and an army soldier in Sunderbani besides injury to a BSF personnel in Tarkundi Rajouri, an army man in Kalal Nowshera.
Two BSF personnel were injured in ceasefire violation on LoC in Sunderbani Malla two days ago.
Reports said that later in the evening India and Pakistan armies exchanged heavy gun fire in Nowshera sector of Rajouri. Intense firing was going on when this report was filed.

Pentagon defends Pakistan's 'critical' role after Trump's tirade
WASHINGTON: A day after Donald Trump’s tirade, Pentagon defended Pakistan’s vital role in maintaining peace in South Asia and said Islamabad remains a ‘critical partner’ in the region.
In an interview to a television news channel on Sunday, Trump said that Islamabad was not doing "a damn thing" for the US, a ‘false assertion’, which was strongly countered by Prime Minister Imran Khan and political leadership.
"The US and Pakistan have a strong mutual interests in the region. As you know, they are critical (and) vital to the South Asia strategy and including the facilitation of a peace process that would lead to a stable and peaceful Afghanistan," Col Rob Manning, Director of Defense Press Operations, told reporters during an off-camera news conference.
"They remain a critical partner in our South Asia strategy and there's been no change to our military-to-military relationship with Pakistan," Manning said, responding to question about the series of tweets by President Trump and his interview to Fox News that Pakistan has done nothing for the United States.
"I do not have any announcement on any change to the military to military relationship we have with Pakistan," Manning said, when asked that his answers reflects that the Pentagon differs with the views of President Trump on Pakistan.

PM reaches Malaysia on two-day official visit
Prime Minister (PM) Imran Khan on Tuesday reached Malaysia on an official two-day visit.

Foreign affairs deputy minister and deputy minister in the PM Office of government of Malaysia received PM Imran Khan.
During his two-day visit, PM Imran Khan would meet Malaysian Prime Minister Dr Mahathir Mohammad to discuss bilateral relations and cooperation as well as identify new areas for future collaboration.
The PM is accompanied by Foreign Minister Shah Mahmood Qureshi, Finance Minister Asad Umar and PM’s Advisor on Commerce and Investment Abdul Razak Dawood.
Foreign Office Spokesperson Dr Muhammad Faisal said that this would be the first state visit by any foreign leader since Malaysian PM assumed office in May 2018. “The visit is an opportunity to strengthen existing friendly bilateral ties between Pakistan and Malaysia,” he said.

Imran, who had been on a two-day visit to Malaysia recently, was pleasantly surprised to find a 90-year-old fan in none other than the Malaysian First Lady, Siti Hasmah Mohamad Ali. The nonagenarian displayed almost school-girl like candour when during a photo-op with Khan and her husband the Malaysian Prime Minister Mahathir Bin Mohamad, she asked the former Pakistani cricketer if she could pose while holding his hand.
The ever charming Khan responded saying 'Sure' as he smile demurely, eliciting a round of cheers from the onlookers.

The Modi’s government should respond positively to Prime Minister Imran Khan’s offer of peace gestures to resolve all the outstanding issues, instead shying away from the peace initiatives and clinging to its failed policies.
In a detailed write-up in the upcoming magazine edition of ‘India Today’, a leading Indian newspaper, a writer called upon the Indian government not to underestimate PM Khan’s capabilities.
The writer said as a cricketer, Imran Khan was lauded for his fearlessness. “What made him one of the greatest all-rounders of the game was not just his ability to take big risks but also, as captain of the Pakistan team, pull off impossible victories,” he said, referring to the 1992 World Cup, in which Pakistan team was the underdog, but despite a shoulder injury, Imran came roaring back and led his team to a famous victory, the first and only time that Pakistan lifted the World Cup. “The moral of the story: never underestimate Imran Khan.” He said those who had done so have paid a heavy price. Nawaz Sharif in his third term as prime minister of Pakistan did that as did Asif Ali Zardari when he was president of Pakistan. “Now, the two most important families in Pakistan the Sharifs and the Bhuttos find themselves in the political wilderness facing serious corruption charges,” he added.
On the other hand, Imran Khan has been an elected prime minister. When Imran Khan took over as Pakistan’s political captain this August, team Modi had made a similar miscalculation. They assumed the new prime minister would be weighed down by the country’s dire economic woes and foreign policy issues, he added.
The piece of writing recognized that India failed to realize that it has to deal with a new political entity in Pakistan. To Imran’s assertion that he was willing to take two steps forward, for every one that India took to improve relations, was also mishandled by the Modi’s team.
The writer noted that calling off the talks by India between Pakistan’s foreign minister Shah Mehmood Qureshi and Indian external affairs minister Sushma Swaraj on the sidelines of the United Nations General Assembly was not a good attempt. “The reasons India gave for first accepting the talks and then summarily cancelling them, were widely regarded as unconvincing and incoherent,” the writer added.
The writer further said Prime Minister Imran Khan also surprised India when Qureshi informed that they would be holding a formal ground-breaking ceremony at the Kartarpur gurudwara on November 28 to build a corridor connecting it to the Indian border facilitating the Indian Sikhs to visit without a visa.
Pakistan made the Kartarpur event a success and invited top Indian leaders to attend. Indian minister Swaraj declined, but Indian Union ministers Harsimrat Kaur Badal and Hardeep Singh Puri attended the event.
Pakistan also invited diplomats from different countries to attend, besides, foreign as well as Indian journalists (including this writer), he added. The function itself was sublime. The Kartarpur corridor was regarded as the single-biggest peace initiative; he observed and credited Prime Minister Khan for taking the historic step. The writer further noted that when Imran Khan took over in August, he inherited an economy in a shambles. Pakistan was steeped in both internal and external debt and was running a fiscal deficit of over 6 per cent. With the vast majority of youth seeking jobs, Imran’s number one focus was on addressing the country’s economy.
The writer said on Kashmir, India finds itself on shaky ground and Modi government’s overreliance on security forces to keep Indian-held Kashmir (IHK) under control was not paying off, as use of military force was no solution. He further said since Imran had invited Modi to restart the SAARC process, the Indian government should respond to it in positive. He stressed that on Kartarpur, the Indian High Commission, should take initiative by working out the modalities of the visa-free regime.

When it comes to India and Pakistan, cricketing analogies are inescapable. More so when Pakistan's most successful cricketer, Imran Khan, is now prime minister.
In recent days, Khan seems to have bowled his famed reverse swing at us over the issue of the Kartarpur corridor and Indian diplomats seem to have misread the ball. The issue is fairly simple. The Gurudwara Darbar Sahib Kartarpur, roughly four kilometres from the international border, marks the spot where Guru Nanak, the founder of Sikhism, passed away over four centuries ago.
The gurudwara built on the spot is revered by Sikhs worldwide. It was Prime Minister Atal Bihari Vajpayee who in 1999 during his historic bus trip to Lahore first mooted the idea of giving Indian pilgrims access to Kartarpur. His proposal received a cold response in Pakistan. However, last August, soon after Punjab minister Navjot Singh Sidhu attended Imran Khan's swearing-in ceremony, Pakistan army chief General Qamar Javed Bajwa mentioned that they were opening Kartarpur to Indian pilgrims.
India seems to have made a series of missteps first by not judging the significance of this move and then not anticipating Pakistan's unilateral announcement in September of visa-free access for Indian pilgrims to Kartarpur ahead of Guru Nanak's 550th birth anniversary in November next year.
The government mistimed the groundbreaking ceremony of the corridor held on the Indian side on November 26, 2008, the 10th anniversary of the brutal 26/11 attacks.
Pakistan isn't exactly going great guns. Its economy is in tatters, the currency is tumbling and Imran Khan has been forced to ask Saudi Arabia, China and the IMF for bailouts.
It is also under the scanner of global money laundering watchdog Financial Action Task Force (FATF) for not doing enough to curb money laundering and terror financing. This is what makes its rapid moves on Kartarpur interesting, particularly since Khan, who completed 100 days as PM on November 25, seems to have the military backing him at every step.

It is difficult for India to see Kartarpur in isolation from what is clearly a larger game plan by the Pakistani deep state to revive Khalistani terrorism and open a second front, after Kashmir, against India.
Punjab chief minister Captain Amarinder Singh has stated that the state police have neutralised 19 ISI armed and controlled terror modules, arrested 81 terrorists over the past year and recovered 71 weapons, many of them made in Pakistan. New Delhi has turned down all of Pakistan's peace overtures since Khan took over as PM in August. A meeting of foreign ministers, to be held on the sidelines of the United Nations General Assembly, was called off after India raised concerns on terror and an external affairs ministry spokesperson's coarse remark that the 'true face of the new PM of Pakistan has been revealed to the world'.
This is where India risks losing the perception battle globally as a country that has repeatedly spurned peace initiatives.
That's not a nice place to be in.
On the face of it, Pakistan has changed its game while India seems trapped in its 'terror and talks don't go hand in hand' rhetoric. No doubt, the upcoming Lok Sabha election, where the government wants to show it is pushing a strong line on Pakistan, has something to do with this stance. Group Editorial Director Raj Chengappa, who visited Pakistan during the recent groundbreaking ceremony, feels it is as tough a country to manage today as it was on his last visit there, during Nawaz Sharif's premiership five years ago. "When it comes to foreign policy, however, Imran has got the right narrative and he seems to be outpacing us at the moment. How India responds to him in the days ahead is going to be critical." To use another cricketing analogy, Indian diplomacy seems to be playing a five-day Test match to Pakistan's T20.
India has to realise that there is a new captain in town with a new bag of tricks.
Imran famously said there are captains who play to win the game and those who play not to lose. He is obviously the former. Cleverly, he has even turned the slur that he is a stooge of the army into an advantage.
Since India has claimed that all peace initiatives of the past have been sabotaged by the army and that he is perceived to be on the same page as the army, why not deal with him is the message from Islamabad.
India needs to recognise the new reality across the border. It has to change its tactics and play the game with Imran.
