A friendly country and SC to help Pakistan avoid IMF
ISLAMABAD: To avoid going back to the IMF at a time when Washington is getting rough and tough against Islamabad, Pakistani authorities are banking on a friendly country’s help and Supreme Court’s expected decision on amnesty scheme to support the country’s fast declining foreign reserves.
Pakistan is expecting to receive $1-2 billion from a friendly country next week, informed official sources said, adding that authorities’ eyes are also set on the Supreme Court whose decision in a relevant case will have great impact on the success of amnesty scheme, which was recently announced and passed by the National Assembly along the 2018-19 budget.
It is expected that the present amnesty scheme will become successful if the Supreme Court also endorses it at a time when the country badly needs to improve its revenues and build its foreign exchange reserves.
Under the government’s amnesty scheme, announced on April 5 this year, so far almost Rs10 billion has been declared and around Rs500 million is collected as tax. Official sources confirm that there is a lot of keenness to avail the scheme but the vast majority is adopting the policy of wait and see.
“People are unsure as to what the Supreme Court will decide in a relevant case pending before it,” an official source said, adding that most of the people are interested in availing themselves of the scheme while anxiously waiting for the outcome of the Supreme Court’s suo moto case on tracing and bringing back to Pakistan bank accounts and properties held abroad by citizens of Pakistan.
The government amnesty scheme attracts the undeclared money, both within the country and outside. Before the launch of the scheme, Prime Minister Shahid Khaqan Abbasi had also taken Chief Justice Saqib Nisar into confidence on this issue during their recent meeting. The prime minister had also spoken to the army chief before announcing the amnesty scheme coupled by tax reforms.
The government is hoping that the Supreme Court will endorse the scheme while deciding the suo moto notice it has taken to bring back Pakistanis' wealth from abroad. The government’s confidence is based on the fact that the amnesty scheme it had announced is greatly based on the recommendations given by a high-level official committee, which was constituted by the Chief Justice of Pakistan on the issue of tracing and bringing back Pakistanis’ wealth held abroad.
In its report submitted before the Supreme Court in the suo motu case on the subject, the committee had unanimously concluded that the present environment is “most conducive for a voluntary disclosure scheme to Pakistani citizens to declare and repatriate their assets held abroad”.
The committee had also recommended that the existing and prospective measures to trace foreign assets of Pakistani citizens like OECD (Organisation for Economic Cooperation and Development) multilateral conventions should be widely publicised to convince citizens that if foreign assets are not declared through this one-time window opportunity, there is high probability that those assets will be traced exposing such persons to huge penalties and prosecution.
The committee, which submitted this report, was headed by SBP Governor Tariq Bajwa and comprised members including Secretary Finance Arif Ahmed Khan, FBR Chairman Tariq Pasha, FIA DG Bashir Memon, NAB Deputy Chairman M Imtiaz Tajwar, SECP Chairman Zafar Abdullah, Special Secretary Foreign Ministry Shah M Jamal and IB Director Abdul Nasr Shuja.
In the formulation of the report, the committee had consulted different stakeholders including Bashir Ali Muhammad of Gul Ahmed Textiles Mills Ltd, Arif Habib of Arif Habib Group, Dr Ikramul Haq from Huzaima and Ikram, Mehmood Mandviwalla and Ali Zafar from Mandviwalla and Zafar, Syed Shabbar Zaidi from AF Ferguson and Co, Syed Mazhar Ali Nasir from FPCCI, Siraj Kassan Teli and Abdul Basit from Karachi Chamber of Commerce and Industry, Malik Tahir Javaid from Lahore Chamber of Commerce and Industry, Asim Zaulfiqar and Rashid Ibrahim from AF Ferguson & Co, Masoodul Hassan Naqvi and Ashfaq Tola from Tax Reforms Commission.
Meanwhile, in a positive development, China's central bank said on Thursday it has signed a three-year bilateral currency swap agreement with Pakistan worth 20 billion yuan ($3.13 billion). The People's Bank of China (PBOC) said on its website the swap deal would help bilateral trade and investment. The agreement will also lessen burden on Pakistan’s foreign exchange reserves.

Pakistan Political Parties Fail To Name Caretaker Prime Minister
Islamabad: Pakistan's ruling party PML-N and the opposition today failed to appoint a caretaker Prime Minister until the formation of a new government after the general elections in July.
The term of the current government will expire on May 31 and the new government will be formed within 60 days. During this period a neutral government having bipartisan support is set up, according to the law.
Basic responsibility to appoint a neutral prime minister vests with the leader of the house (Prime Minister) and leader of the opposition, who are required to hold consultations to agree on the name of a caretaker leader.
Opposition leader Khursheed Shah, who belongs to Pakistan Peoples Party, said today that he held five rounds of talks with Prime Minister Shahid Khaqan Abbasi to form a consensus, but they could not agree on a single name.
He said that as per law he would ask Speaker of the National Assembly to set up a Parliamentary Committee comprising members of the ruling Pakistan Muslim league-Nawaz (PML-N) and opposition members to create a consensus on a caretaker Prime Minister.
Mr Shah said the opposition will send its two nominees, including former chairman of Pakistan Cricket Board Zaka Ashraf and former foreign secretary Jalil Abbasi Jillani, to the committee.
"I will send the Speaker names of two lawmakers who should be part of the committee," Mr Shah said.
Similarly, the government will provide two lawmakers to constitute the committee and also sent its two nominees. So far, the government has not shared the names of its nominees.
Finally, Election Commission of Pakistan will be asked to appoint a caretaker prime minister out of the nominees of the government and the opposition in case the Parliamentary Committee also failed to agree on a single name.
The same process is adopted to appoint caretaker chief minister in the provinces.
Pakistan's Election Commission on Monday proposed July 25-27 as possible dates for holding the general elections in the country.

Islamabad, Pakistan - Diplomats from the United States are being "treated badly" in Pakistan, Secretary of State Mike Pompeo has told a US congressional hearing, adding that the South Asian country would continue to receive diminishing US aid.
The remarks from Pompeo, who was testifying before the US House Committee on Foreign Affairs on Thursday, come as relations between the two erstwhile allies have continued to deteriorate.
"My officers, our state department officers, are being treated badly as well, folks working in the embassies and councils [and] in other places are not being treated well by the Pakistani government either," Pompeo said, during a debate on the US Department of State's budget for the 2019 fiscal year.
Earlier this month, the United States issued new restrictions for Pakistani diplomats posted in the country, requiring them to remain within a 25-mile (40.2km) radius of the city to which they are posted.
The Department of State said it was taking the measures on a reciprocal basis, as US diplomats posted in Pakistan face severe restrictions on their ability to travel within the country.
Pakistan says the restrictions are due to security concerns.
In a statement to Al Jazeera, a spokesperson for the US embassy in Pakistan, alleged that "the harassment faced by American and local US Embassy and Consulate personnel in Pakistan restricts their ability to carry out their mission.
"We have also documented numerous cases in which ordinary Pakistani citizens participating in our educational, cultural, and development programs have faced harassment by Pakistani government officials."
Pakistan, however, said it has not received specific complaints from the US.
"Diplomats hailing from all countries enjoy diplomatic privileges alike and are provided every possible support as per international laws and norms as well as reciprocity," said Muhammad Faisal, a spokesman for the Pakistani foreign ministry.
Aid cut
Earlier this year, the US cut roughly $1.1bn in security assistance to Pakistan, demanding that the country do more against armed groups - including the Afghan Taliban and Haqqani Network - that it claims are operating on Pakistani territory.
Pakistan has consistently denied that it allows its territory to be used by armed groups, saying a series of military operations undertaken since 2014 has targeted all groups indiscriminately.
Responding to a question, Pompeo said the US had released fewer funds in 2018 than they had the previously, and that the reduction in aid was likely to continue.
"The remainder of the funds available are under review. My guess is that that number will be smaller still," he said.
The Department of State 2019 budget request includes roughly $331m in aid programmes for Pakistan.
The request includes $200m for economic support funds, $25m for narcotics control programmes, $22.5m for USAID-run health programmes and $3.5m in military training.
At least $80m of the aid, earmarked for foreign military assistance, is contingent on Pakistan taking further action against the Afghan Taliban and Haqqani Network, according to the budget request.
On Thursday, Pompeo also raised the issue of the continued detention in Pakistan of Dr Shakil Afridi, a Pakistani doctor who helped the CIA track down then al-Qaeda chief Osama bin Laden.
"Please be aware that it's in my heart and I know it's important and we can do that. We can achieve [his release]," he added.
Afridi has been in Pakistani custody since 2011, and was convicted the following year by a tribunal to 33 years in prison for aiding the Lashkar-e-Islam armed group, his lawyer, Qamar Nadeem, told Al Jazeera earlier this month.
Afridi has denied the charges and is in the process of appealing the verdict. His sentence was reduced to 23 years in 2014, his lawyer said.

RAWALPINDI: A special hotline contact was established between the Director General Military Operations (DGMO) of Pakistan and Indian on Tuesday, the Inter-Services Public Relations (ISPR) said in a statement.
Both DGMOs reviewed the prevailing situation along the Line of Control and working boundary and mutually agreed to undertake sincere measures to improve the existing situation ensuring peace and avoidance of hardships to the civilians along the borders, the statement said.
The officials also agreed to fully implement the ceasefire understanding of 2003 in letter and spirit and to ensure that the ceasefire agreement will not be violated by both sides from now on.

It was also agreed upon that in case of any issue, restraint will be exercised and the matter will be resolved through utilisation of existing mechanisms of hotline contacts and border flag meetings at local commander's level.

Four civilians were martyred and 10 injured when Indian forces opened unprovoked fire on a border village across the Working Boundary in Sialkot.
Pakistan’s DGMO had taken up the issue previously too on April 28 with his Indian counterpart.

Pakistan’s new envoy to US Ali Siddiqui to assume office today
WASHINGTON: Pakistan's ambassador-designate to the United States (US) Ali Jahangir Siddiqui arrived in Washington on Monday night ahead of his swearing-in.
According to Geo News, the newly appointed Ambassador of Pakistan to the United States, Ali Jahangir Siddiqui is all set to assume charge today. He will replace the outgoing Pakistani ambassador to Washington Aizaz Ahmed Chaudhry.
He was welcomed at the airport by Rizwan Saeed Sheikh, the deputy chief of Pakistan Mission to the US.
Siddiqui, who holds a BA in Economics from Cornell University, US, is an investment banking expert by profession, was appointed by the federal government as Pakistan's ambassador to the US last month.
In 2014, he was honoured as a Young Global Leader by World Economic Forum.
He has previously served in the capacity of special assistant to Prime Minister Shahid Khaqan Abbasi, with the status of a state minister.
He has also served as a member of the Privatisation Commission, the Private Sector Advisory Board of the Planning Commission, the Sindh Board of Investment, and a member of the Community Development Board of the Government of Sindh.

Pathetic England thrashed by Pakistan at Lord’s to show structural change needed sooner rather than later
Structural change is probably needed again after this nine-wicket defeat in the opening Test of the summer offered the clearest sign yet that this is a team in terminal decline
England sunk to the bottom of the world rankings when they lost a home Test series to New Zealand back in 1999. This team led by Joe Root can now be classified as the worst one since after this pathetic defeat to Pakistan in little over three days at Lord’s.
Radical action was taken to arrest England’s decline 19 years ago – central contracts came in and slowly but surely results changed for the better.
Structural change is probably needed again after this nine-wicket defeat in the opening Test of the summer offered the clearest sign yet that this is a team in terminal decline.
A winter that saw England extend their winless run overseas to a record 13 Tests following series defeats in Australia and New Zealand was cause for alarm.
Home comforts were meant to assuage those fears, especially against a young Pakistan team weakened by retirements to key players in former captain Misbah-ul-Haq and Younis Khan.
Instead Root’s team slipped to a seventh defeat in ten Tests – a horror run by anyone’s standards.
Pakistan, who chased down their target of 64 32 minutes before lunch, deserve immense credit for a performance so dominant that is can be classed as one of the best by any overseas team in England in recent times.
However, they were helped by opponents so weak, unfocussed and sloppy that they should be embarrassed to call themselves Test players.
There were some exceptions, notably James Anderson, who despite his advancing years is still consistently dangerous, and Dom Bess, who marked his debut with a fine half-century in England’s second-innings.
Jos Buttler, too, justified his recall with an innings of 67 during his 126-run seventh-wicket stand with 20-year-old Bess.
As a collective, though, this was a performance so bad it led to only the third home defeat by England in May in 140 years and their first-ever in this month at Lord’s.
Changes will surely be made for next week’s second and final Test at Headingley. Opener Mark Stoneman is surely in danger of being dropped given a run of form that has yet to see him reach 30 in any innings this summer. It should be no surprise then that he returned scores of four and nine in this match.
Nick Gubbins of Middlesex or Keaton Jennings may well come in. However, given England have tried 14 players in their top seven already over the past 18 months, it’s debatable whether axing Stoneman will actually lead to any actual improvement in the team’s performance.
Bigger changes probably need to be made – perhaps stripping Root of the captaincy given how badly things are going right now? He’s obviously not the leader who can drag this team out of their stupor. But who is? Anderson? Buttler, a specialist captain at No7 anyone?
England might well recall both Chris Woakes and Moeen Ali for Headingley. Experience might make a difference if England are to prevent Pakistan winning their first Test series here since 1996.
Whatever happens there is no glossing over the shambolic and embarrassing performance here.
England had slim hopes of making this match interesting at the start of the fourth day following the unbroken 125-run seventh-wicket stand between Buttler and Bess that had given them a 56-run lead.
They didn’t following the loss of their final four wickets for seven runs in just 25 balls. Yet another collapse.
Buttler was the first to go, trapped lbw by Mohammad Abbas, to leave England seven wickets down having added one run to their overnight total.
Mark Wood was next, prodding Mohammad Amir behind. Stuart Broad followed for a duck in identical fashion, only this time the bowler was Abbas.
Bess was the final England wicket to fall, Amir claiming his fourth of the innings by emphatically bowling the youngster.
Pakistan had taken just 27 minutes to wrap the innings up and with such a small target to win this mismatch was always destined to finish inside the first session of this fourth day.
Anderson at least bowled Azhar Ali with a beautiful delivery to leave Pakistan 12-1 early in their chase.
But the result was never in doubt, with Haris Sohail and Imam-ul-Haq knocking off the 52 more runs required with consummate ease.

India Rejects US Sanctions, Continues Venezuela, Iran Trade
"We don't make our foreign policy under pressure from other countries.”
India will continue to trade with Venezuela and Iran despite U.S. sanctions, according to an announcement by Indian Foreign Minister Sushma Swaraj, on Monday.
Washington has recently imposed additional sanctions on Venezuela following the re-election of President Nicolas Maduro. But, minister Swaraj said New Delhi rejects “reactionary” policies and would not be dictated to by other countries.
"We don't make our foreign policy under pressure from other countries.” The minister also commented that India recognizes restrictions from the United Nations (UN) on Caracas or Tehran but not those issued by the United States.
“India follows only UN sanctions, and not unilateral sanctions by any country,” Swaraj said, adding that India would continue to trade with Venezuela, in spite of any challenges.
"We cannot have any trade in cryptocurrency as it is banned by the Reserve Bank of India. We will see which medium we can use for trade," Swaraj insisted. The representative of the East Asian country made the remarks, in New Delhi, at a joint news conference with Iranian counterpart Mohammed Javad Zarif.
Both Venezuela and Iran are key oil suppliers to India.
Last month, U.S. President Donald Trump withdrew the United States from the Iran nuclear deal and ordered the reimposition of sanctions that were suspended under a 2015 accord. China, Russia and several European countries are currently working to salvage the deal.
“FM Zarif briefed about the discussions that Iran has undertaken with parties to the Joint Comprehensive Plan of Action (JCPoA) following the U.S. decision to withdraw from the agreement,” the Ministry of External Affairs (MEA) said in a statement.
India and Iran – the country's third-largest oil supplier – have long-standing political and economic ties, including the Chabahar port project. The MEA remarked that Swaraj and Zarif also discussed bilateral, regional and international issues.
“The two sides positively assessed the implementation of decisions taken during the visit of President [Hassan] Rouhani to India. These included bilateral cooperation in the areas of connectivity, energy, trade and promotion of people to people contacts,” the release said.
During the Iranian president's February visit, both parties signed some nine agreements, including handing over the port’s operation to India for 18 months.
According to the MEA, India-Iran bilateral trade during the 2016-17 fiscal year totaled US$12.89 billion. India reportedly imported US$10.5 billion worth of goods – mainly crude oil – and exported commodities worth US$2.4 billion.

As signatories scramble to salvage pact after US exit, European foreign policy chief says all parties have 'duty' to implement 2015 accord
The European Union and China said they will do their utmost to keep afloat an international agreement to stop Iran developing nuclear weapons despite the US abandoning the pact.
Chinese Foreign Minister Wang Yi said Friday that “we will be unswerving in upholding it.”
Speaking alongside EU foreign policy chief Federica Mogherini, he said the agreement has been endorsed by the UN and that “every party has the duty to implement it.”
Mogherini, who helps oversee the implementation of the 2015 nuclear deal, praised China and said Beijing, the EU and other partners are working “in full coordination” to save the pact.
China, Russia and the Western European powers of UK, France, and Germany, all of which signed the 2015 Iran nuclear accord, are scrambling to save the pact following US President Donald Trump’s decision to quit the agreement and reinstate sanctions.
Trump faulted the deal for not addressing Iran’s ballistic missile program or support for regional terror groups, while also arguing it brought the Iranians closer to obtaining nuclear weapons.
His criticism of the deal has been echoed by Prime Minister Benjamin Netanyahu, who will travel to Germany, France and Britain next week for talks expected to focus on Iran.
Beijing, Iran’s top trade partner and one of the biggest buyers of its oil, has signaled that it intends to keep working with the Islamic regime despite the US move.
Next week, China’s President Xi Jinping will meet Iran’s Hassan Rouhani on the sidelines of the Shanghai Cooperation Organization (SCO) meeting on June 9-10 in Qingdao, according to Wang. Russian President Vladimir Putin will also attend the summit.
The summit will discuss a three-year action plan to “fight the three evil forces” — terrorism, separatism and extremism — and strengthen cooperation on tackling cybersecurity breaches and drug trafficking, Wang said.
China will also push for “reforms to the multilateral trading regime” connecting the markets of SCO members, which account for nearly 40 percent of the global population, he said.
Chinese businesses are expected to step up activities in Iran to fill the void left by the exit of US companies and the possible withdrawal of European rivals for fear of punitive measures enforced by the US.

'Quantico' under fire for recent episode featuring India-Pakistan conflict
It was previously reported that Priyanka Chopra’s debut US series, Quantico, will not be returning for a fouth season, having garnered various reactions from fans.
However, the latest episode of Chopra’s television show is under heavy fire for portraying ‘Indian nationalists’ as terrorists, reported Hindustan Times.
The group apparently plans an attack in Manhattan with the intention of blaming it on Pakistan. Meanwhile, this has angered several fans online.
In the episode, which aired on June 1, an MIT professor acquires uranium with which he plans to make a nuclear bomb. An India-Pakistan summit to be held in New York City is his target.

Thar Block II Unearths Coal.
ISLAMKOT: Sindh Engro Coal Mining (SECMC) on Sunday made history after unearthing the first layer of indigenous coal from its open-pit coal mine in Thar Coal Block II, at a depth of 140 meters (460 feet) below the surface.
The mining firm’s machinery took out the first layer from an estimated 2.04 billion tons of coal resources in Thar Coal Block II after successfully dewatering the second acquirer, five months ahead of schedule.
The successful extraction of the first coal seam not only proves that Thar’s indigenous coal is exploitable but can produce thousands of megawatts of cheap electricity for many decades, announced Shamsuddin Shaikh, Chief Executive Officer of SECMC after witnessing the coal unearthing at the bottom of the mine pit in Thar Coal Block II.
A Joint Venture between Sindh Government and six private sponsors including Engro Energy, Thal Ltd, Habib Bank Ltd, Hubco, and two Chinese companies CMEC and SPIC, SECMC is the largest Public Private Partnership in Pakistan to explore and develop Pakistan’s first open pit coal mine with an annual output of 3.8 million tons. The entire coal production will be supplied to Engro Powergen Thar Limited (EPTL) which is putting up a 2×330 MW mine-mouth power plant which is targeting to start power generation before the end of this year. Both these projects are part of the China Pakistan Economic Corridor (CPEC) and are being constructed in collaboration with Chinese Contractors.
Congratulating the nation, especially the people of Thar, Mr. Shaikh said that it’s a matter of great pride for the nation that country’s indigenous energy resource will play a key role in circumventing the current energy crisis.
“This is the moment for which all Pakistanis had been waiting for the past 25 years, ever since coal was first discovered in Thar” said Mr. Shaikh.
He thanked all the sponsors of this mega project, lenders, Federal Government and specially Sindh Government for providing whole-hearted support to make the dream of Thar a reality.
Commenting on the performance of SECMC, Mr. Shaikh added that we have completed 16 million safe man-hours while removing 90 million cubic meters of overburden (earth), and we did it 5 months ahead schedule, and targeting a savings of USD 110 million versus the budgeted cost, all of which is unprecedented for a mega project like this.
Sharing the future plans, Mr. Shaikh said that Company plans to rapidly expand the mine in Block-II to reach its optimum capacity to produce 5000 MWs by 2024 which will drastically reduce the coal price making Thar Block-II not only the cheapest block in Thar, it will be the cheapest base load energy resource in the Country with a power tariff of approximately 5 US cents per kWH. He requested both the Federal & Provisional Government to hold the development of all other coal blocks in Thar till SECMC’s Block II reaches its optimum capacity which will allow Thar coal to provide the cheapest electricity to consumers.
Commenting on the CSR work being done by the Company in Thar, Mr Shaikh said that we are committed to making Islamkot an accelerated Taluka for attaining the United Nation’s Sustainable Development Goals (SDGs) by 2024.
Speaking on the occasion, Syed Abul Fazal Rizvi, Chief Operating Officer of SECMC said that the coal in Thar is called lignite which is ideally suited for producing electricity. With a cumulative thickness around 26 meters, there are enough coal reserves in Block-II to produce 5000 MW for the next 50 years,” Rizvi said.
He said that the full-fledged coal supply will start from 3rd quarter 2018 and the first electron will be generated from the EPTL power plant in December this year.
He reiterated the commitment to continue serving the energy sector of Pakistan and specially the people of Thar who shall be the real beneficiary of this black gold.

Pigeon from Pakistan to be X-rayed

AMRITSAR: The Ajnala police will get a Pak pigeon X-rayed to rule out the possibility of any coded message or miniscule spying object hidden in pigeons body. The pigeon had landed near Shahpur post of Border Security Force near Indo Pak international border and was later handed over to the police. Police inspector Paramvir Singh said the pigeon was handed over to them by the BSF and they would get its X Ray conducted. It is learnt that conveying coded messages through pigeons from across border by cross border narcotic smugglers as well as militants is not a rare phenomena on the Punjab border.
