The insurgents choose to mingle with the civilians, it's a tactic of theirs in both Afghanistan and Iraq.

If some soldiers came into your town and killed a bunch of people for no reason, I would think you would like someone to make a fuss about it.

   

Anybody who chooses to live in an insurgent stronghold is guilty by association. Best thing they can do for themselves is get the hell out of the way.
