Canada has an estimated 35,344,962 people as of this year.

California has an estimated 38,340,000 people as of this year.

Our lottos don't reach anywhere near your payouts tho, and cost a lot more. But then yours is open it seems to the world, probably sell worldwide too, like those Irish Sweepstakes.

California and other states have pooled into multistate lotteries like the Mega Millions and Powerball. These multistate lotteries have the benefit of higher jackpots. California's own SuperLotto occasionally has a big jackpot but it's unusual for it to break the $100m mark.

And with roughly the same population and a $3 cost, we rarely exceed $50 million nationally. But then again, half is taken in taxes in the US, where none is taken in Canada. (half the cost is the jackpot, the other half is taken as profit)

I didn't think the IRS coild take winnings from Canadians... I seem to recall hearing about people paying taxes on winnings in Vegas, and then filing to get it back after they returned home... am I on drugs?

As I read the IRS information here:

It looks like payments to Canadians would be subject to 30% withholding but then you'd be able to file a return stating that you do not live or work in the USA and then the 30% would be refunded to you. I think the point is that they want to make sure you don't have any US taxes due from past earned income or etc. and if you don't then they'll refund the money to you.

If you do owe back taxes then they can deduct what is owed and then refund the balance (if any) to you.

That's because it takes a long time for Lotto 6/49 to reach $50 million, so it is often won before it gets there (IIRC there have only been one or two 50+ million jackpots), while Lotto Max is capped at $50 million max (although there can be 50 $1 million bonus prizes).
