It doesn't mean aynthing that I know of. It's a geographical term and a place name in BC.

A delta is the place where a river meets a large body of water and deposits its silt. It is also a term for where water comes out of a woman. It is also a letter of the Greek alphabet. It is also a term used in the design of aircraft to denote a certain wing design.
Are "scrapper" and "bully" Canadianisms? I know that "bully'' Is used as an adjective-meaning "First-rate".

"Robuste"? "Capable"? No. I don't think those are what you could call slang terms in Quebec. Of course you could call someone "une robuste" or "un capable" but those aren't common figures of speech.
I've never heard of "Sokobe".
A bully is a person who beats other people up for no reason. There are a number of them around this forum.
