IIRC it was in response to the Japanese taking Burma and having designs on India.
But, the British had a valid reason for not arming all of India, alot of them would have taken up arms against the British instead of just rioting and causing all kinds of trouble for them while they tried to stem the Japanese advance into the Assam.

The 'valid reason' the British had for keeping the Indians disarmed was that the Brits wanted to hold onto their empire. Period.

Technologically they advanced but that's about it.
A side-note to say that several protesters in the student protests of this spring in Quebec said Gandhi was an inspiration for them...
