It's a really neat idea, for two reasons. One, it's true that the more you drive, the more at risk you are. So why shoudl someone pay the same monthly fee as a pizza delivery guy when they only use their car to get to costco and back?
Two: Just like wearing a pedometer will cause you to actually walk more, I think knowing the dollar amt. resides on how much you drive will make you drive around less-- saving enviroment, and encouraging carpool and public transport use.
Theorhetically, I think this could hurt people who already rely on their car even more, though, and it would make roadtrips SUCK even more for cost
