The U.S. Commerce Department said Tuesday that it will comply with the NAFTA panel's ruling on softwood lumber, even though it strongly disagrees with it.
But the department also says the panel's ruling will have no practical impact.
The decision means the United States will reduce its duties from about 16 per cent to less than one per cent.
"We have serious concerns about the panel's decision. However, consistent with our NAFTA obligations, we have complied with the panel's instructions," said U.S. Commerce Secretary Carlos Gutierrez in a news release.
"We will continue to enforce our trade laws to ensure that U.S. industry receives relief from unfair imports and we are reviewing all options to do so. We believe that only a durable, negotiated resolution will resolve this dispute permanently."
Essentially, the U.S. government says it will comply, but is asking for clarification of the ruling. By doing that, the duties on Canadian imports can remain in place for another six weeks.
The Canadian government calls this an important step by the U.S., saying clearly the Bush administration has heard the vigorous appeals from Canada that they must respect the terms of NAFTA, but Ottawa admits it's not a complete victory.
The softwood dispute is the main trade irritant between the two countries.
The U.S. believes Canada improperly subsidizes softwood production because most U.S. timber is harvested from private land at market prices, while in Canada the wood is mostly cut on Crown land.

5$ on the fact that in June 2006 the tariff will still be in-place so who's ready to bet 5$ that the American will honor their word.
