America ? ...actually I would focus on the entire world and insure there are billionaires but no more and no less than half a dozen in each country regardless how small the country . They will have differences in how they approach things ....but no country should be left with one individual far wealthier than the other billionaires . The rest of the wealth should be spread amongst everyone both socially and through earnings . One international dollar with equal value anywhere .

How terrible it would be to not be able to exploit one another or be better than the next person .
