Nope, let them clean up the mess. Maybe Hezbollah can do something constructive with their time off.
According to mainstream reporting, Hezbollah is leading the way in terms of rebuilding and providing aid to those with homes now destroyed, and in need of food/supplies.
To answer the question... Israel should be sent the bill for this one. They caused it... they should clean it up. After all... it was Hezbollah they were after... not the Lebanese people who will suffer as a result of this.
