Because the media plays this game where in any confrontation between regular troops and a force that is not an organized army they refer to the latter as being totally comprised of 'civilians'.

Thus we always hear of Syrian soldiers dying in combat but Syrian rebel casualties are all reported as being 'civilians'.

Just pointing out that both sides attack civilians. In Israel's case, they've squeezed 1.7 million people into a sliver of land. Now there's no possible way they can bomb anything without hitting civilians, but thats not going to stop them is it?
