Unfortuntly the royal proclamation has flaws, for instance it is a paternal document which works out badly for women in divorece situations.

I think that the cause of the navtives' problems is the status that we grant to them. As was pointed out above, they are not even protected by the Charater/Constitution like all other Canadians are.
To fix their problems are return them to equal standing with all other Canadians; We must remove the racist exemption included in the Constitution.
Once we reach an equal footing they will be able obtain the same standards of living as the rest of the nation.
The claims that they need extra protection to secure their culture is rather silly given the strong cultural communities all across the nation. While I don't personaly think divisive cultrual grouping are a good thing for a nation, reguardless they can and do function.
Even if we can't repair the Constitution, the Federal government can start to reduce the racist funding and racist legal and governmental policies we use to try and help them. (which we all know clearly hurt them)

We won't be taking apart any existing laws until the land claims are ALL resolved.
