Welfare Drug Test?

Yes... which is why there are "clean needles" programs for that. And just for the record, I support those too.
With a dollar a person has more choices than with a clean syringe.

How do you harmonize the idea of welfare support for the needy, and "do what I tell you or I'll give you nothing"?
It's all about choice. It's a choice to use welfare to pay for your drugs. Every single day you keep doing that, you have made the choice to continue abusing the system. If they start drug testing for welfare recipients, and you continue using anyway, that's a choice too. If you are busted and cut off welfare, and still continue to use instead of seeking a rehab centre or looking for a job, that's yet another choice. There's a difference between dictating a person's life vs. expecting them to not waste public funds on drugs. The latter isn't too much to ask.
It is ludicrous to associate addiction and (rational) choice.
Then even by your own standards, it is also ludicrous to let them fester in that situation and not do something to interrupt the vicious cycle.

It is all about choice. If a person is making bad choices that involve abusing public funds, then their choices should be limited until their problem has been addressed.
So, it is not «all about choice», it is also about limiting choices temporarily: you have a long way to go to reconcile your thoughts.
One of the coal mining companies in SE british columbia stopped urine testing their workers when there are accidents.
Once the workers learned which legitimate drugs would cause the urine test to fail, many of the workers were staying quiet, and taking the suspension. Then eventually when the lab results came back, the company would have to re-enstate them and pay for their lost wages.
I'm not even certain if they urine test their new employees, Their workforce is facing retirement, and the urine test to stopping them from hiring a lot of the younger workers.

As such, you are responsible for disbursing assistance $$$ for the people in your caseload. You suspect that ONE such applicant is using illicit drugs to the extent that they are unemployable. You ASK them if in fact they are using drugs. Of course, the answer is an emphatic NO! You don't believe them. You have it within your mandate to handle this situation virtually any way you wish. Do you just hand them the money and say' see you next month'? How would you deal with this person?
I will hand them the money because it’s the most efficient way
to gain their trust.
