The problem is that in many cases, the city is surrounded by suburbs, and there is no place left for them to grow. Take a look at Edmonton sometime on Google maps. St. Albert, CFB Edmonton & Ft. Saskatchewan block growth in the north, Sherwood Park does the same in the east, Beaumont, Nisku, & Leduc do it in the south, and the Enoch Reservation and Spruce Grove/Stony Plain do it on the west.
Short of annexing one or more of those cities (which the province has adamantly refused over the past two decades), there is nowhere to grow outwards to provide land for residents. Housing demand is high, but Edmonton is rapidly running out of land to build them.
That's a big 'so what?'. Edmonton does not have a God-given right to annex someone else's city without the approval of the people living in that city. Manage what you've got and deal with it.
I'm from one of those suburbs - St. Albert, so I speak with some knowledge when I say that St. Albertans in general are a stuck up bunch of whiny selfish prats. They mostly mooch jobs and entertainment off of Edmonton but retire to their own cosy little community for sleep. They rely on the RCMP for policing because they're not big enough for their own police force. They recently successfully lobbied the province to realign a road that had been in the works for decades so that it would be a litle farther from their houses, but in the process had to demolish a 50 year old seminary and force it to move - guess where - further into Edmonton. And let's not forget the letter to the local rag recently that makde national headlines raging against the effect a habitat for humanity project would have on the priveleged, elite lifestyle St. Albertans are entitled to. Because they're better.
Edmonton can annex the everlasting FUCK out of St. Albert for all I care.

This guy and Gregor Robertson (mayor of vancouver) will probably spontaneously annihilate each other if they ever meet. Seriously though, I'm a lefty and all that, but even I'm fed up with nannyism and taxing me up the ass. I somewhat sympathize wiht Toronto's reaction.
