Tusk’s remarks were aimed at those promoters of Brexit, i.e. politicians etc., who had no coherent plan to implement it, not voters:

By the way, I have been wondering what the special place in hell looks like for those who promoted Brexit without even a sketch of a plan how to carry it out safely.

Aren't democratic governments supposed to be the servants of the people? Given how badly Brexit has worked out the best service that could be offered is to call a second referendum.

Absolutely, because in a second referendum the government would not have to do anything as the odds are the remain vote would win.

We call people who recognize a complete brainfart with the slimmest majority along the messiest lines a recipe for disaster in the real world.
A 2nd referendum orclear yes and no party positions in a general election seems to be the only sensible option.

For a pack of lame-brains that allegedly wanted to Make Britain Great Again, they certainly don't seem to care at all about the massive and possibly-fatal economic damage they've already caused their beloved country with their "exit". Pretty sure the creepy nationalist joy they got from telling the frogs, huns, and dagos to fack off was worth any of this. Putin's sure got his money's worth though from the resources he dumped into the vote on behalf of the leave side in terms of the chaos that's been caused.

The EU needs the UK because they need the Pound to prop up the Euro. And the fucking banking cartel is shitting themselves that if they can't stop the Brexit then the Visegrad countries will leave next and take Italy with them.

It's been proven already that companies are fleeing Britain all due to the ridiculous instability Brexit has already caused. And the EU doesn't appear scared in the slightest, given that their reaction every time one of these stupid votes fails in Parliament is a blanket "stay or go, just make up your damn minds already". No matter what happens these slack-jawed morons have effectively wrecked the British economy for an entire generation. And what for? The cheap joy, typical to bullies, for getting to say "get out of me country, yez Polack barstards" to the cheap labourers that get brought in?
